Congress is being asked to govern faster-moving, more technical, and more interconnected systems than ever before. This project asks whether the legislative branch has the staffing, institutions, information flows, technology, and feedback loops it needs to meet that challenge, and what can be done to close the gap where it does not.
Our goal is not to advocate for every reform idea, but to identify and distinguish between reforms that provide near-term relief while leaving growth constrained, and reforms that become stepping stones toward deeper transformation. That distinction is the difference between working within Horizon 2- (H2-) and Horizon 2+ (H2+).
